Unable To Publish FSG Report In Excel 2013 On Windows 10 (Doc ID 2607433.1)

Symptoms

After upgrading from windows 7 to windows 10 one can not publish FSG reports in Excel 2013, however the same report can be published with Excel 2010 or PDF and HTML.
Before upgrade to windows 10, this functionality worked without any problems.

If the report is run using the Generic FSG template, the only thing that appears in the Excel output is the template shading. There are no numbers or other headings.

A custom template shows 1,000.00 in all fields and basically is just showing the template with dummy values.

Selecting Alt-F11 opens the Visual Basic for Applications window 

Selecting to make the various hidden sheets visible.
