Cancellation Reason Is Not Visible In The Action History When Cancel is Done at Line Level (Doc ID 2607668.1)

Symptoms

Using Purchasing, Version 12.1.3


Actual:
Buyer Work Center - cancel the line - enter a reason - it is not showing in the action history.

Expected:
The cancel at line level - cancel reason - should be present and viewable in the action history.


Replication Steps:
The issue can be reproduced at will with the following steps:
1. Buyer work center - orders
2. Proceed to cancel the line - give a cancel reason
3. Query the purchase order action history - and find that the cancel reason is not present in the action history


Logic was changed after applying these patches 28658143, 26733484
