Symptoms
When attempting to query threshold setup,
the following error occurs.

ORA-01403: no data found
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to the Oracle Financials for India responsibility.
2. Go to Threshold setup form
(N)-->Oracle Financials for India --> Withholding Tax Setup --> Define Withholding Thresholds
3. Query the threshold setup.
4. Observe the error.
