Worflow Mails are blocked under proxy settings (Doc ID 2609257.1)

Symptoms

On : 12.1.3 version, Workflow Mailer

ACTUAL BEHAVIOR
---------------
The proxy setup and proxy bypass settings are done to communicate with a third party for HR, everything works fine except framework workflow notifications that  are not being sent and they are trying to be sent through the proxy.

Error seen in the mailer log shows :
Caused by: oracle.apps.fnd.wf.mailer.NotificationFormatter$FormatterSAXException: Problem obtaining the HTML content -> oracle.apps.fnd.wf.common.HTTPClientException: Unable to invoke method HTTPClient.HTTPConnection.Get caused by: java.io.IOException: Cannot establish proxy connection: 404 Not Found

1. send framework notifications
