On : 12.1.3 version, Supplier Issues

ACTUAL BEHAVIOR
---------------
Unable to enable Allow Withholding Tax check box at supplier site level for few suppliers


EXPECTED BEHAVIOR
-----------------------
It should be allow to enable AWT check box without error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Payable Responsibility
2. Suppliers> Tax > Site level Allow Withholding Tax check box


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot perform the AWT invoices.
