FRM-40735 WHEN-NEW-BLOCK-INSTANCE Error In Log And Notes (Doc ID 2609936.1)

Symptoms

On : 12.2.6 version, Service Request Form

When a service request is created using an Installed Base Instance/serial that has a long Note (more than 571 char) in installed base, when try to access Workbench Log and Notes, the following error pop-up and Log and Notes is empty:

FRM-40735: WHEN-NEW-BLOCK-INSTANCE trigger raised unhandled exception ORA-06502


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In Installed Base, create a note for an installed base instance that has more than 571 characters
2. Create a new service request using that installed base instance
3. After the SR is created, go to Log and Notes
4. No information is displayed in Log and Notes and the reported error occurs
