Sales Order Shipment Lines Created Through Depot Repair Do Not Default The Ship Method (Doc ID 2610091.1)

ACTUAL BEHAVIOR
---------------
When booking a ship logistics line from the Service order form > Logistics tab a new ship line is added to the sales order.    However, the sales order line does not populate the ship method from the sales order header.  If you manually create a ship line on the sales order, then the ship method will default to the line from the sales order header.

Order management defaulting rules are created to populate the ship method on the sales order line from the order header.  However they are not working from Depot Repair.


EXPECTED BEHAVIOR

Expect that the shipment method will always be populated on the sales order when a new ship line is created.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open sales order.
2. Populate shipment method on the sales order header.
3. Go to the Service Order form and select the logistics tab.
4. Create and book a ship line.    This should create a sales order ( or add to an existing order) and create a ship line. 
5. The ship line should have the ship method automatically populated from the sales order header.
