RCM Tax accounting generated incorrectly for cancelled Credit Memo

EXPECTED BEHAVIOR

RCM Tax accounting should generate correctly for cancelled Credit Memo

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Credit Memo
2. Apply GST taxes.
3. Cancel the Credit memo and run 'India - Period Ending process' concurrent program.
4. Notice that system is generating incorrect accounting resulting into duplicate impact.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot determine the correct tax liability.
