Bulk Plan State Remains In SUBMITTED Status (Doc ID 2610448.1)

Symptoms

When a user runs Bulk Plan action, OTM always generates a bulk plan ID and then submit the bulk plan topic to backend workflow. So the bulk plan ID is
required. However, in certain case,the "SUBMITTED" status is misleading it should be changed to "TERMINATED".
