Symptoms

When trying to view the History of any claim from via a seeded responsibility, users are receiving the following error:

"Requested resource or page is not allowed in this site."

Steps to reproduce the issue:
> Navigate to ChRM Responsibility.
> Access Claims page.
> Select any claim.
> Click the History button.
> Receive the error - "Requested resource or page is not allowed in this site."
