Item Description Updated Even Though The "Allow Description Update" Checkbox Is Not Checked (Doc ID 2610611.1)

Actual Behavior
Item description of one item has been updated from Master Item form. PO was created before the latest item description take place. However, the item description of the PO line has been updated to the new item description as well. /p>

Expected Behavior
Item description of the existing PO lines shall not be updated

Steps to Reproduce

1. Create PO number 1 with the Item A
2. Go to Master Item, change the Item description of Item A
3. The "Allow Description Update" checkbox is not checked for the Item A
4. Go to check the PO 1 , then found the Description of the line changed to the newly updated Item description
