Symptoms

On : 12.2.6 version, AME Setup issues , in Prod

ACTUAL BEHAVIOR
---------------
We have defined a rule with multiple approval groups
Group 1: user A, B, C, D, E
Group 2: user E, F, G
Now the approvals are triggering to all the members in group 1 (A, B, C, D, E)
and in group 2 it sending to any F and G not for E

EXPECTED BEHAVIOR
-----------------------
It should send notification to F,G and E also.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Define a rule with multiple approval groups
2.Group 1: user A, B, C, D, E
Group 2: user E, F, G
3. Create the request and submit for approval.
4.Now the approvals are triggering to all the members in group 1 (A, B, C, D, E)
and in group 2 it sending to any F and G not for E

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot send the notification repeatedly if he is part of some other group in the same rule.
