Order Import Fails With APP-43037 (Doc ID 261193.1)

Symptoms

Order Import, OEOIMP, fails when importing customer items with the following message:
Inventory API Return with APP-43037 :- Inactive Customer Item found in MTL_CUSTOMER_ITEMS table.
Please enter required information - Inventory Item

The item is defined in the MTL_CUSTOMER_ITEMS table and a sales order can be entered
via the Sales Order form using the customer's item.

The Order Import interface tables were populated via the EDI 850 Purchase Orders Inbound (POI)
process.

The problem only occurs when importing customer items with an item definition level of address category.
