Amortized Unplanned Depreciation Does Not Modify Adjusted_Cost for Flat Rate Methods (Doc ID 2611962.1)

Symptoms

Unplanned depreciation when entered as amortized does not modify the adjusted_cost (depreciable basis) when the asset's method is FLAT rate.  It does modify the adjusted_cost for all other types of methods.
