Multiple Deliveries Created For Pick Release Batches Larger Than 1000 Lines (Doc ID 2612134.1)

Pick Release batches with 1000 lines or more are creating multiple deliveries.

Business has a high volume of orders where it is not uncommon for the grouped orders to exceed 5000 lines.
For example, a school has a 1000 students. The sold to customer and ship to customer is the school which is where the product is being delivered. 
Each student order is its own individual order in Oracle with anywhere from 5-10 lines each.
Pick Release is performed by picking by the school customer#,  which selects all of the individual student orders and creates one delivery.  They are packaged, crated, and loaded onto a truck as one shipment to the school.

The business requirement is only one delivery be created and all orders grouped onto one delivery. T
This worked until applying patch 21091616 which provided file version WSHDEAUB.pls - 120.26.12010000.13t.  Pick release used to create only one delivery with 5000-10000 lines.
Now pick release is creating 5 to 10 deliveries per batch.

Delivery grouping attributes are the same. ship to site,  carrier, method, etc.
Profile option WSH: Pick Release Batch Size is not set.
Shipping Parameter Autocreate Delivery Criteria is set to "Within an Order".
Pick release rule shows Autocreate Delivery Criteria is set to "Across Orders".
