Symptoms


Problem Statement:
When an employee has no pay in current period or if the earnings are negative, court order amount is refunded. Court Order amount should be zero and not refunded.


Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Using 'UK HRMS Manager' Responsibility.
2. Attach Court Order with type as CMS_DEO : Child Maintenance Deduction from Earnings Order to an employee
3. Run Quick Pay -> Check SOE
4. Court Oder is refunded ->Attachment Orders value is negative
