GLDRMLDR: Load Segment Values and Hierarchies

Symptoms

 After applying patches the program GLDRMLDR: Load Segment Values and Hierarchies is now ending in error.

This was working without error before application of the following patches:
Oracle Applications Technology Stack (txk) patches -
27135427 R12.TXK.B.delta.4
29522970:R12.TXK.B
28685719:R12.TXK.B
23645824:R12.TXK.B


The log file is now showing the following error:

GLDRMLDR: Load Segment Values and Hierarchies

Unexpected Error -> oracle.apps.gl.drm.ws.DrmWSException: Exception when Invoking Web Service -> oracle.apps.fnd.wf.bes.InvokerException: javax.xml.soap.SOAPException: java.security.PrivilegedActionException: javax.xml.soap.SOAPException: Message send failed: For input string: ""

The following has been attempted to resolve this issue and the error remains:

The solution provided in: GLDRMLDR: Load Segment Values and Hierarchies Erroring with ORA-0142 Error (Doc ID 2270609.1)
Patch 26087733:R12.GL.B has been applied and the issue remains.

The solution provided in: Transfer Setups and Balances to Accounting Hub Reporting Cloud Giving Error: "javax.xml.soap.SOAPException: Message send failed: For input string" (Doc ID 2383932.1)
Proxy settings were commented out in the oc4j.properties file and the issue remains.
