Goal
How can one restrict the application of any other discount modifiers when a particular promotion is applied?
Business requirement is that when one applies this promotion, no other discount modifier will be applied.
Additionally, please provide document which explains phases, events, precedence, qualifier precedence, buckets, and incompatibilities.

Only other modifiers are discount modifiers which are all in phase = List Line Adjustment
The promotion is an ask-for promotion that will be applied at header level of the sales order. It is setup with level = group of lines and with a phase = all lines adjustment.
