In Payables, when attempting to open the Invoice Workbench, users receive the error:

Function not available to this responsibility, Change responsibilities or contact your System Administrator.

Steps to reproduce

Navigate to a Payables responsibility

Navigate to Invoices > Entry > Invoices

Error message displays and does not allow the users into the Invoice Workbench.
