"Username and password do not match" Error Trying to Login to iStore After R12.IBE.B.DELTA.6 or 26975166:R12.IBE.B (Doc ID 2613484.1)

Symptoms

On Test and Prod: 12.1.3 version, Checkout and Order Placement

Error when tried to login with the newly created username and password.
Users created before applying R12.IBE.B.DELTA.6 are able to login.

You also discovered that END_DATE column is getting populated in FND_USER table for new users.

ERROR

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Access iStore Home page as anonymous user
2. Click Register Link
3. After registration is complete, user should be automatically logged in but they get error

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, new users unable to shop online.
