After 12.2.x upgrade, when trying to submit the Payment Instruction Register report, the following error occur:

APP-FND-01564: Oracle error 904 in fdlget
Cause: fdlget failed due to ORA-00904:
"INS"."PAYMENT_INSTRUCTION_ID" invalid identifier.

The error continues even after applying patch 28120912 - VALUE SET IBY_FD_FINAL_PMT_REG_INSTR_REF_NUM ERROR
