Symptoms

Reported Issue
------------------
When trying to open under Additional Information for Tax rates link in the Tax rates page , an error is observed.
Because of this , unable to complete the required LDFF ( localization descriptive flexfield) for the tax rate to be used under country Italy.

Error message
----------------
Undefined Descriptive Flexfield. => => CLE+=+=+=+User-Defined Exception

Expected Behavior
--------------------
Expects that there shouldn't be any error observed and LDFF should be allowed for configuration.
