Period of Performance Dates should be Printing on COM Format

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Please provide the details, including the navigation path, frequency, exact error messages etc., on how to consistently reproduce the issue.
1. Create an Award or IDV
2. Ensure the commercial format is selected
3. Populate period of performance dates
4. Generate PDF. POP is not printed
