Transaction Source "Time Management" Imports Raw Labor Cost

Symptoms
On : 12.2.8 version, Labor Costing Flow
Client is using OTL (Oracle Time and Labor) for time and OTLR (Oracle Time and Labor Rules) to calculate overtime and premium time. When time cards are interfaced to Projects, the process is run in OTL, it loads data into pa_transaction_interface_all using a transaction source of 'Time Management.' This transaction source has the 'Import Raw Cost Amounts' box checked, so it is importing a predefined rate, and then this is the rate used to cost labor, not the rate defined in the rate table that is assigned in Organization Labor Costing. The transaction source cannot be updated to uncheck this box.
The client wants to cost hours with actuals using the PRC: Process Payroll Actuals process.
The need is to either uncheck the 'Import Raw Cost Amounts' box on the transaction source, or define a new transaction source and assign it to or associate it with the hours being transferred via OTLR.
