ACTUAL BEHAVIOR

Budget details Screen is taking long time to open the form

EXPECTED BEHAVIOR
-----------------------
Budget details screen should able to launch with in few seconds.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Log in as HRMS Manager Responsibility

2. Navigate to Work structure --> Budget --> Budget details

3.Query the budget XXX_ABC_master

4. Click on Open button

5. Observed that its take around 10 minutes to launch the budget Details form
