CMRO: Slow Performance After RDBMS Upgrade - Unable To Perform Sign-Off (Doc ID 2615519.1)

Symptoms

After upgrading the database from 11.2.0.4 to 12.1.0.2, users encounter performance issues and are unable to perform a Sign-Off for a Work Order.

From the RDBMS utilities, the DBAs can see high values due to concurrency.

SELECT UNIT_CONFIG_HEADER_ID
FROM AHL_UNIT_CONFIG_HEADERS
WHERE PARENT_UC_HEADER_ID IS NULL START WITH UNIT_CONFIG_HEADER_ID = :B1 CONNECT BY UNIT_CONFIG_HEADER_ID = PRIOR PARENT_UC_HEADER_ID

STEPS
--------------
(R) Complex Maintenance, Repair, and Overhaul
(N) Data Clerk Workbench > Work Orders

 - Search for Visit and/or Workorder and click GO
 - Select and Click Update
 - Click on Sign-off

=> Transaction Not getting Completed.

OR

(N) Execution > Production Planning > Work Orders

 - Search for the visit or Workorder to signoff
 - Select the Workorder to signoff and select ‘Sign off Maintenance Requirement’ from the action list
 - Click on Go
 - Choose the options:
       . Signoff all pending child Maintenance Requirements
       . Complete all pending Jobs and Operations
       . Use these actual dates
       . Select a Technician
 - Click on Apply
 
=> The page keeps on loading and take almost 30 minutes to signoff.
