When attempting to create invoice
the following error occurs.

APP-SQLAP-10007 : The Date That You Enterred Is Beyond The Latest Encumbrance Year

STEPS

The issue can be reproduced at will with the following steps:
1. Payable Responsbility, Invoices->Entry

2.Enter the Invoice Date , error shows up
