After Change Common BOM Effectivity Date for ECO, the New Effectivity Date Will not Synchronize to Child Components (Doc ID 2616409.1)

Symptoms

On : 12.1.3 version, ECO

ACTUAL BEHAVIOR
---------------
Change effectivity_date of Common BOM of ECO, the effectivity_date of Child Components does not be changed.

EXPECTED BEHAVIOR
-----------------------

Change effectivity_date of Common BOM of ECO, the effectivity_date of Child Components should be changed at same time.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1. N:Engineering>ECOs>ECOs, define ECO/revised item(Common BOM), set effictivity_date as future date.

2. Add component to the revised item, save.

3. Change the effectivity_date for the revised item.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot get correct effectivity_date for the components of Child BOM.
