Order Created In An On Hold Status When Order Should Not Have Been Created

On Test: 12.1.3 version, Checkout and Order Placement
iStore Orders get created in an on hold status when credit card declines.
You have applied July 2019 CPU and notice that when an iStore credit card fails Authorization, it creates an order and puts in on hold.
The old behavior was that you would get a decline message in iStore and the order would not be created at all.
The issue can be reproduced at will with the following steps:
1. Login to iStore
2. Checkout using a Credit Card
3. Place Order
4. Receive a message informing order number with credit hold
