On : 12.2.4 version, Cycle and Physical Counts

ACTUAL BEHAVIOR
---------------
Cycle count doubles the onhand quantity


EXPECTED BEHAVIOR
-----------------------
System should recognize current on-hand after transactions to move material

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Check onhand for item is zero in a subinventory/locator
2) Do unscheduled count for qty 600
3) This goes for approval(assuming this falls outside tolerance).
4) Send for recount
5) Perform a misc transaction to create onhand for 600 qty in that subinventory and locator>> Now onhand = 600
6) Perform another unscheduled count for 600 and see that adjustment is generated for 600 >> System quantity gets recorded as 0
