AGIS Outbound Batch Attachments Cannot be Saved (Doc ID 2617621.1)

Symptoms

Attempting to add an attachment to a Advanced Global Intercompany System (AGIS) outbound transaction and when the attachment is added to the batch or transaction the following is seen in the form:

Confirmation
Attachment FILE NAME has been added successfully but not committed; it would be committed when you commit the rest of the current transaction.
View Batch :BATCH NUMBER

There is no button to commit the change, so when the record is exited the attachment that was loaded is not saved.
