The Complete Error Message Is not shown on Pending Move Transactions Form or Pending Resource Transactions Form (Doc ID 2618934.1)

Actual Behavior
On Pending Move Transactions form or Pending Resource Transactions form, when attempting to show errors, it does not show the complete error message for specific error.
Message field:
This transaction date is not in an open period

Cause:        The transaction date you entered is not in an open accounting period.  You cannot perform transactions in a closed accounting period.  

Action:        Enter a transaction date t

Expected Behavior
On Pending Move Transactions form or Pending Resource Transactions form, when attempting to show errors, it shows the complete error message for specific error.
Message field:
This transaction date is not in an open period

Cause:        The transaction date you entered is not in an open accounting period.  You cannot perform transactions in a closed accounting period.  

Action:        Enter a transaction date that does fall in an open accounting period, or use the Open Accounting Periods form to open the accounting period that contains your desired transaction date.

Steps to Reproduce

1. WIP(N)Move Transactions - Pending Move Transactions or WIP(N)Resource Transactions - Pending Resource Transactions
2. Query the erred transactions.
3. Click on (B)Errors
