ACTUAL BEHAVIOR
---------------
Workflow mailer is not sending emails for Knowledge Base notifications
Approval notifications generated during Knowledge base Authoring process is not sending out email notifications.


EXPECTED BEHAVIOR
-----------------------
Expect the workflow mailer to send email notifications for Knowledge Base notifications


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Applications
2.Go to Knowledge Base Administrator Responsibility:
3.Navigate to Knowledge>Authoring>Define a new Solution. Submit for Technical Review.

Observe that the Workflow notification is sent to the user's Work list on the EBusiness Homepage.
However no email is sent.
