RFQ Online Discussions Cause An Error (Doc ID 2620023.1)

On Release 12.1.3 version, Auction/RFx creation

When attempting to to View and Read the "1038" unread messages attached to the Negotiation RFQ XXXXX the following error occurs.

Receive Error: You have encountered an unexpected error. Please contact the System Administrator for assistance.

oracle.apps.fnd.framework.OAException: oracle.jbo.SQLStmtException: JBO-27122: SQL error during statement preparation.

STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Sign on to EBS Application
2. Select Responsibility: Purchasing Super User / Purchasing Buyer
3. Navigation: Buyer Work Center ->> Negotiations ->>
4. Search Published Negotiations ->> Number = XXXXX ->> Click: "GO" ->>
5. Simple Search Number: XXXXX ->> Returns Negotiation RFQ: XXXX ->> With "1038" Unread Messages->>
6. Click: "1038" to View the Unread Messages ->>
7. Receive Error: You have encountered an unexpected error. Please contact the System Administrator for assistance.
