On : 12.2.8

ACTUAL BEHAVIOR
---------------
A service activity code (SAC) is not available in when doing a material debrief for a task.   The SAC is available for some other tasks.

EXPECTED BEHAVIOR
-----------------------
Expect that the SAC will be available in the LOV for all tasks

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a task
2. Create a material install debrief line
3. A service activity code is not available in the LOV
