Update And Insert Feature In People Form Is Replacing The Changes and Not Keeping the Future Dated Information

On Test and Prod : 12.2 HRMS RUP13 version, Person / Assignment Issues
After updating the person record details, any date track update clears future dated details.
Expect an Update Insert to leave the future date changes intact.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. XX HRMS Manager
2. People > Enter and Maintain
3. Go to Benefits Tab and add Benefit Group and ACA Full time checkbox as of current date and save
4. Date Track to a month prior, Nov 14, 2019 and enter Office Details: Office: Building C Update / Insert automatically set and save
5. Reset date to current date, go to the Benefits tab and Benefits group and ACA details are now cleared out.
