Lease Open Interface Creates Incorrect Payment Structures (Doc ID 2623023.1)

ACTUAL BEHAVIOR
---------------
Find that when running the Lease Open Interface process for contracts that start on the 31st of the month and have multiple payments structure, after importing the payment structure will show incorrectly. The payment structure will start on the 31st of the month but on future payments it switches to the 30th of the month. As a result, when activating these contracts in a batch mode, they error with the following:

: Encountered error when generating streams
Cannot have overlapping dates between payment levels
Extraction of contract information in stream generation process failed.

If you access the payments through the front end and click on update and apply, the payment structure will adjust appropriately.

EXPECTED BEHAVIOR

The payment structure dates should be created correctly during the Lease Open Interface process without having to manually update each payment type.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Populate OKL Interface tables considering the following:
Contract starting on the 31st of the month
Having multiple payments structure
Do not populate okl_payments_interface table with Start date for each structure
2. Run the Lease Contract Open Interface and check the contract payments through the HTML.
