Goal

In iProcurement, in Requisition EditSubmitPG page, column 'SpotBuy Suppliers' has a greyed out pencil although Spot Buy has been properly setup (Spot Buy role granted to responsibilities, Default Buyer in Purchasing Options, Spot Buy "categories and thresholds" Options, etc.).

What is the expected functionality/purpose for that column?
