PDOI Is Not Using The Charge Account ID From The Ineterace Table And ERRORS With CCID = 0 (Doc ID 2625133.1)

Symptoms

Populate the PO Distribution Interface table  with the charge account code or charge_account_id (PO_DISTRIBUTIONS_INTERFACE), it is not working.
When there is no default account for the employee,  the charge account from the interface table
is not being populated to the PO.  The result is the CCID is zero.
