Executing Assign Shipment To Driver Action With Show Options Does Not Show Results (Doc ID 2625730.1)

Symptoms

When  users look up a Shipment and then execute the following Actions, 

1. Go to Shipment -> Actions -> Fleet Management -> Assign Driver
2. Select More Options, Provide relevant values for Driver Look Up Parameters and Click Show Options. 

The Action takes a few minutes to show results or sometimes leads to a Timeout Exception.
