Unable To Create New Work Orders On New Year Due To Invalid Dates Error (Doc ID 2626173.1)

Goal

When trying to create a new WO with scheduled start and completion dates on January getting the following error:

Schedule Dates (<date>) are invalid.
The Work Order received an error status since a severe error occurred in the work order while performing attribute validations.
