ACTUAL BEHAVIOR

Issue with Termination Quotes not returning all formulas for processing

When testing Terminations, it was noticed that a custom discount formula did not return a value in the quote. Tested multiple formulas in different instances (with OLFM Sept Unified Patch and without OLFM Sept Unified Patch). It appears that with the Sept Unified patch the Term Quote ID (Additional Parameters provided by Oracle) is not being passed into all the formulas for processing.

EXPECTED BEHAVIOR
-------------------------
Termination quote id should be passed to the formula.

STEPS

The issue can be reproduced at will with the following steps:
1. Create a custom discount formula to be executed during termination quote processing
