WIP Job Won't Close Due To Pending Transaction (Doc ID 2627771.1)

When attempting to close a discrete job, the following error occurs even though there are no pending transactions.

ERROR

There are transactions pending against these jobs.

STEPS

The issue can be reproduced at will with the following steps:

1. Responsibility: Work In Process.

2. Go to Close Discrete Jobs form.

3. Query job to be closed.

4. Receive the above error when submitting the job closure.
