YECP: Account 8802/8803 are not closing/showing balances by Account/ TP Main Account where CCID is 0

It was identified that the Year End Closing Process is netting out the amount at the CCID level in determining whether a closing entry is required to created for a given account. This is problematic as there are cases (most specifically in the 88XX series) in which the CCID level may net out to zero, however there are different TP Main Accounts which would cause it to net to something other than zero. Had the TP Main Accounts been consistent, the standard YECP Logic would derive the closing entries as expected.

This has downstream impacts to GTAS and CFRS as a result of not closing these accounts and the individual data showing up in the reporting.
