Unexpected Error as Soon as Modification is Saved

"You have encountered an unexpected error .Please Contact your System Administrator for Assistance"
Steps to replicate the issue
-------------------------------
1. Login to CLM Purchasing Responsibility -> Awards -> Search using Award Number and Click Go.
2.Select Award and Choose Create Modification from Actions LOV and Click Go
3.User Creates a new modification to a CLM award, fills in the required fields (Default Ship-To, Modification Authority, etc.) but receives
error as soon as the modification is saved.
FND Debug shows the following Exception :
