Errors while Adding Adjustments in Counter Capture in R12 (Doc ID 2628750.1)

On  12.2.8 version, Counter Capture

A) Negative adjustments not allowed in R12.
In 11i, it was possible to add both positive and negative values in adjustments for counters. With negative value reading would adjust to be reduced and with positive value it would adjust to be increased.
In R12 we can add only positive value which when entered would reduce reading.

B) When a new counter is added to the contract, the initial reading will be 0.
In 11i, it was possible to add Adjustment to the counter (with reading 0) and this will make the net reading on counter as a negative value.
In R12, it is not possible to add adjustment when reading is zero.
A) Counter Adjustment Reading should be positive and greater than zero.
B) This is the First Reading for this Counter. It cannot be an Adjustment or Reset.

The issue can be reproduced at will with the following steps:
1. Open instance in Install Base page and navigate to Counters tab
2. Enter a negative value in Adjustments and submit
3. Get error

The issue has the following business impact:
Due to this issue, users cannot reverse adjustment.
Suppose reading was 100, added to Adjustment value = 10 , now the adjusted reading is 90. Need to reverse back to 100
