Refresh Employee Directory is ot populating tables PER_EMPDIR_PEOPLE and PER_EMPDIR_ASSIGNMENTS (Doc ID 2629212.1)

Symptoms

ACTUAL BEHAVIOR
When running the "Refresh Employee Directory" concurrent,
tables per_empdir_people and per_empdir_assignments are not populated and users cannot find any person when performing a search.

Check for the concurrent log file and noted the following lines which confirm the tables per_empdir_people and per_empdir_assignments are empty while other tables are getting populated:

Total # of records processed for per_empdir_people: 0

Total # of records processed for per_empdir_assignments: 0

Total # of records processed for per_empdir_organizations: nnnn

Total # of records processed for per_empdir_phones: zzzz

Total # of records processed for per_empdir_positions: yyyy

....

EXPECTED BEHAVIOR
Expected to be able to search for employees when using Employee Directory search functions

STEPS
The issue can be reproduced at will with the following steps:
1. Run the Refresh Employee Directory with the following parameters:
  Refresh Mode: COMPLETE
  Refresh Date: DD-MON-YYYY
  Source System: PER
  Process Multiple Assignments: Y
  Refresh Images: Y
2. Check for the concurrent log file
3. Also, no results are returned when performing a search using Employee Directory
