R12:AP: 1099 Comma Delimited File Reports Are Generating Duplicate Records In Separate Tax Reporting Entities Output (Doc ID 2629282.1)

Symptoms

1099 Forms - Comma Delimited Format show  duplicate rows for the same supplier and amount in different Tax Reporting Entities output.  The Supplier that is duplicated is different each time the 1099 Forms - Comma Delimited Format is run, so it's impossible to reproduce the exact same issue every time.

Example Test Case:

Supplier  "ABC LLC" has $1000 reportable to Tax Reporting Entity "XYZ Company".

Run 1099 Forms - Comma Delimited Format for Tax Reporting Entity "XYZ Company".

Run 1099 Forms - Comma Delimited Format for Tax Reporting Entity "PDQ Company" at the same time.

Supplier  "ABC LLC" with $1000 being reported shows up in both output files.
