Switching Workflow Template in New Item Request Workflow(NIR) Generates Stale Data Error (Doc ID 2630421.1)

Symptoms

ACTUAL BEHAVIOR
---------------

When trying to switch workflow template in new item request workflow(NIR), generates stale data error

EXPECTED BEHAVIOR
-----------------------
No error to be encountered when Switch Template is selected.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Development Management > Change Management > Change Simple Search > Select Change Category as 'New Item Request'
Search with any existing open new item request number
On results pages, click on new item request hyperlink
See that new item request details page is opened
Click on 'Workflow' section
Select the approval sub status from workflow and see the workflow template name and 'switch template' button
Click on switch template button and select the different  workflow from list of workflows available and click on apply
See the stale data error.
