"NOT IN" Condition is not Working in Credit Management Analyst Assignments Rule (Doc ID 2630584.1)

Symptoms

The "NOT IN" conditions in the Credit Management rule setup is not working.
Even if the value is there in NOT IN condition, the rule gets satisfied.
For example, if we add 2 values against "NOT IN" condition, system won't honor it.
It will work fine if there is only a single value in the condition.
It works like NOT EQUAL TO, rather than NOT IN.

Example:
There are 5 Customer Profile Classes: Excellent,Average,Commercial,Consolidated,Default

Scenario 1:
Navigation:Credit Management Super User > Policy Management > Analyst Assignments
Create New Rule
Add below conditions:
Currency
Condition= "IN" Value= USD
Customer Profile Class
Condition= "NOT IN" Value= Excellent,Average

So if Customer Profile Class is Average or Excellent, then this rule should not get satisfied but it does.
Even if NOT IN condition is given, it is not working as expected.

Scenario 2:
Navigation:Credit Management Super User > Policy Management > Analyst Assignments
Create New Rule
Add below conditions:
Currency
Condition= "IN" Value= USD
Customer Profile Class
Condition= "NOT IN" Value= Excellent

This time rule gets satisfied as there is single value in NOT IN condition.
